The selection, aimed to award Chinese cities having made exceptional contributions to the country's introduction of foreign talent, has been held for 8 times since 2010.

4,066 foreign experts working in China and 25,494 foreign netizens chose those in their minds from November 2017 to February 2018. The panel of experts are composed of 68 foreign professionals, including Nobel laureates and recipients of the Chinese Government Friendship Award, etc.
